How can the police decide it’s not criminal?

Hello everyone, I have had a story of one of my trashed properties make it into the Salisbury Journal >>  https://www.salisburyjournal.co.uk/news/20273464.wiltshire-landlord-pays-30k-repairing-destroyed-house/

“A Wiltshire landlord paid out £30k in repairs following fears her nightmare tenant would “blow up the house”.

“Kathy has been a landlord for more than 30 years, but says the tenant she dealt with last year was the worst she has ever encountered.

“Wiltshire Police classified the incident as a civil complaint after deciding there – wasn’t enough evidence for a realistic criminal conviction.”

Please can I can share it with Property118 readers and ask that fellow landlords also share their stories in the comments below.

I also want to highlight the question: How can the police decide this is not criminal?

They had 2 neighbours evidence , he did not deny he done it but said he was decorating and renovating to hand back.

the police cant be bothered I told them he was unhinged and causing damage.
They said they had spoken to him and he was fine just angry with me and it was redecorating

How I ended up with this tenant.
Mother and daughter with daughters child lived there. Mother got cancer and ask that I would let her daughter and baby remain.
She died within 3 weeks , I agreed to her wish and the boyfriend moved in to help with the rent. 18 months slightly behind with rent house kept well. Then covid and they kept the rent.
He started acting strange she left and went back to Poland. He was doing drugs and drink said he spent the money on casinos.
Then once she went he really lost the plot but the Police would not agree and said he was fine

I bel they were in contact with the Police they ask me to report it again which I did

Thanks Bristol landlord.
He was doing drugs and drink off his head and yes to an extent I think he was unhinged.
But when he smashed the 2yr old boiler into about a thousand pieces he had removed all the expensive parts. He ripped the electrics out twice and the builder said he must have known something or he would be dead.
Once his girlfriend and child went back to Poland he just got worse and worse.
When I had no external doors or windows and frames completely smashed the Police went out again and arrested him.
They did not check the house and a lit candle was still in the bathroom.
He was assessed as not in charge of what he was doing so that was the end.
But the Police could have actioned something when the damage was around 10000 but an inspector made the decision not to and it was upheld. At this point they were telling me he was fine and just doing repairs

The first time it happened a decade ago, the police did nothing even though I had serial numbers of goods. .They had their suspicions. The local paper did an article as the boiler was stolen. I mentioned a large fridge he needed space for and a few months later the police told me he had stolen this from some previous flat.. The goods were now in his sisters house, He was charged as I had seen the fridge for what happened to the previous landlord as a result. The other event , the tenant turned to drink and everything was my fault.!! I had kept the abusive texts and records. He refused to leave the flat after eviction . I checked the legal situation (family lawyers/police) then put in a complaint. The neighbours seen and heard him. Got the impression the chief had checked up on me before telephoning me to discuss it. However he pled guilty so I didn't have to go to court . Did this at the last minute. It was stressful at the time but feel that even though it was a small fine he had to admit it was his fault. It was terrible time for me and seem to take forever . When you treat your tenants well , this doesn't always translate the other way round. It is a crime but the police think they can say it isn't criminal and you will just go away. Now the police officer who spoke me has a black mark against him. Hope some good will come of it in the end. Got a great tenant now!
