Call to impose EPC rules on landlords as tenants ration energy

More than 4.5 million private renters in England and Wales, equivalent to 41% of the sector, had to limit their use of gas and electricity last winter to manage crippling energy costs, Citizens Advice reveals.

The charity says that 3.5 million renters, or one in three tenants in the PRS, found it challenging to maintain a warm home.

Many resorted to extreme measures such as missing hot meals, wearing gloves indoors or heating only a single room.

The organisation says the government must ‘urgently deliver promised new rules’ for landlords to upgrade properties to a minimum of EPC C by 2030.

Choose between heating and eating

Emily Wise, an energy adviser at Citizens Advice North Lancashire, said: “Sadly, this is an all too familiar story.

“Many of the renters we help day-to-day say their landlords are hesitant to fix the substandard conditions they live in.

“Leaky, cold and damp housing is a huge problem in our local area, as many homes are particularly deteriorated due to salty sea air and high winds.”

She added: “Too often, this is forcing renters to spend disproportionately on gas and electricity in an attempt to achieve basic levels of comfort, as well as having to regularly choose between eating and heating their homes.

“Despite this, many of those we help are reluctant to raise these issues with their landlords because they fear putting their tenancy at risk.”

Energy bills are higher

Citizens Advice says that with winter looming and energy prices remaining 50% higher than pre-2021 levels, tenants are struggling with poorly insulated homes.

It adds that more than half of renters (57%) occupy homes with an energy performance certificate (EPC) rating below C, making them costly and difficult to heat.

Its research shows that tenants in homes with the minimum E rating faced an extra £317 on energy bills last winter, a cost that could have been avoided with an upgrade to a C rating.

The charity warns that delays to imposing tighter EPC rules will leave tenants stuck in uncomfortable and costly homes for years to come.

Tenants won’t ask landlords

The organisation also claims that many renters are hesitant to request essential repairs, such as better insulation or fixing draughty windows, because they fear rent rises or a strained relationship with their landlords.

Nearly a third (29%) avoid raising such concerns, while 13% of those who did request upgrades faced conditions like higher rent, and 7% were outright refused.

The charity is also calling for robust enforcement of the Renters’ Rights Bill to empower tenants to demand improvements without fear of repercussions.

It is also calling for financial support for landlords to ensure these upgrades are feasible.

Government must act on EPCs

The chief executive of Citizens Advice, Dame Clare Moriarty, said: “Our advisers are bracing for more calls this winter from renters trapped in cold, leaky homes.

“It’s unacceptable that so many tenants are afraid to ask for the very basics – like fixing draughty doors or replacing poor quality single-glazed windows.”

She adds: “By 2030, the government must ensure no renter lives in a home that is excessively difficult and expensive to heat.

“And renters must urgently be given the security they deserve so they can ask landlords to fix substandard housing without fear of retaliation.”

    What I can see online elsewhere tells me that the House of Lords expressed a variety of concerns about the Renters Rights Bill but the Commons (with its large labour majority) ignored them.

    As far as I can tell there isn’t an EPC rating for the Bibby Stockholm. If there isn’t, or if it doesn’t have to have an EPC rating because it’s a barge, then maybe the government can house self-employed or unemployed homeless people there: Perhaps they should tow it up the Manchester Ship Canal to Wigan, where I understand they have people on the council house waiting list.

    Then when the government tells me that I can’t house my current tenants (who have right of residency in the UK) in my Band D property because it’s not Band C, I can rent my Band D property out to a company housing economic migrants and asylum seekers….I’m sure my asylum seekers will be happy for the company housing them to sign the exemption and cosy up with their EPC band D roof over their heads and their modern condensing gas boiler. The current tenants can sign up to the waiting list for the Bibby Stockholm.

    I suspect that your average economic migrant or asylum seeker knows that politicians talk an awful lot of b*******s.

    It is only when you start to look at the bigger picture that you realise just how stupid government EPC and energy policy really is. Of course most labour politicians can’t see the bigger picture because they have their heads shoved too far up their own a***s, or somebody else’s as they try to further their careers and pay for their retirement homes by the seaside.

    And if a rented house has EPC below C, the tenants will have to move out, as they are not supposed to live in such conditions.
    Might be a great way to get the property vacant.

    I might have left the rented property to my children
    Inheritance tax plus capital gains tax on them to much
    I will just sell up and take the income
    And go on hols
    To late to make a limited company
    A further question
    If every landlord asked labour MP’s why they don’t care about council tenants getting cold !!
    Don’t labour care or cannot afford to pay for the upgrades, on the epc rating
    Is it going to be a two state labour system cold or not cold
    The news papers are going to love this one and when you tell your mp and news paper labour agreed to this?
    Maybe labour might just be reasonable on this subject of epc rating and not showing off
    If you don’t tell the story to your mp
    Don’t complain
    The short falls of affordable
    heating for council housiing is with the labour government law making.
    No one else

    The Labour government has mandated this change for 2028 for new tenancies and 2030 for existing ones.
    Very soon the Bond markets will give the government the ” hard word” so it won’t be able to spend more money ,particularly on the court system which has at least an 8 month backlog for landlord and tenant cases.
    The King who is a ” dead man walking ” with stage 4 incurable cancer has the power to prororogue Parliament and needs to do so promptly and set in train a General Election.
    Unless the King uses a Rife Machine to remediate his cancer mortality tables show that he will be dead before 2027.
    He needs to make peace with the Almighty ,die and trigger the necessary events .
    If he doesn’t then William must .
    If enough pressure is applied to both of them and it needs to be then this legislation and nett carbon zero will never see the light of day .
    To bring a house up to Band C from EPC band D in say Hertfordshire where there are a lot of pre War semi’s takes about £30,000 gbp with a heat pump,porous blown in insulation,new radiators,pipework etc.
    There are insufficient installers to do the work let alone plumbers and construction workers and where will existing tenants live whilst all this work is being done?
    If the tenant refuses to have the work done then how is the work to be financed or paid for?
    From Shelter and the CAB there is no answer and from the government no talk of Finance.
    As usual there are no answers from this group of economic illiterates and mentally challenged people nor from landlord representative bodies.
    Small landlords with under 20 properties would do better to sell up and move into gold ,offshore cryptocurrency mining ,silver or being a landlord where recalcitrant tenants can be removed at gunpoint by the sheriff such as Garland Texas.
    My take on this is that Labour will be out of office by 2029 and possibly by 2027.
    The courts will be even more overloaded and more councils will go bankrupt unable to enforce the legislation even if it stays on the Statute book.
    Black Rock ,Black Stone,the Lloyds Bank subsidiary,Legal and General already own £5.5 billion gbp’s worth of rental property and will cherry pick good ,creditworthy tenants.
    The rest,cunning,untrustworthy poor and often mendacious will end up homeless or become the responsibility of local authorities in the North of England and Wales where these people will be forced to move to like latter day pariahs and lepers..

    It is most unlikely that these EPC requirements will come to pass at all given that the court system is overloaded and the government will be forced out of office by the Bond markets long before then.
    The King who is dying or his successor King William will have to prologue Parliament but the current situation is untenable.

    The civil list and the Sovereign grant come from General taxation.
    People at the bottom( the majority) cannot make ends meet now so that means there won’t be money to pay for the Monarchy unless it comes out of the£12.5 trillion gbp stolen from the taxpayerwhich was supposed to pay for infrastructure over the years and should be in contingency reserves.
    The money isn’t in reserves and there is no infrastructure.
    Will the Monarch want to spend his own money ?
    The courts will be clogged up with debtors and there will be civil commotion if the present situation isn’t remediate.
    I want to see a Lichtenstein style Monarchy but others ,possibly a majority want to see a Republic.
    William will in the end have to bend but it will take unrelenting pressure.
    If he fails to bend he will be the last King I predict.
