Overhaul of EPC system in Scotland

A consultation on EPC reform proposals is taking place in Scotland.

The Scottish government say EPCs are not appropriate to drive energy-efficiency improvements and meet net-zero targets.

The new proposed plans include the use of an emissions rating display along with an energy use indicator.

Current metrics do not support our transition to net zero

The Scottish government say the proposals include plans to reform metrics and the purpose and validity period of EPCs.

The consultation says: “EPC metrics are widely used to provide information on a home, and yet, the current metrics do not accurately reflect the fabric efficiency of a home nor do they support our transition to net zero.

“To address this, we are proposing to reform the current metrics to provide more holistic information about the efficiency of a home that is relevant to owners and occupiers.”

The Scottish government are proposing a fabric rating, cost rating and heating system type to give tenants and homeowners a clearer idea of what they are renting or buying.

The government are also proposing the use of an emissions rating and energy use indicator.

Though the plans have not been made into law, ministers have previously proposed that by April 2025, newly rented properties in Scotland will need to meet a minimum EPC standard of C. The regulation is also slated to apply to existing tenancies from 2028.

Insulation condition of walls

The consultation adds: “Beyond metrics, we also propose to ensure the EPC provides a clear description of the energy efficiency features of the dwelling, showing them in a list.

“This could include the insulation condition of the walls, as identified in accordance with the relevant assessment methodology.”

Scottish landlords have until the 10th of October to submit their views on the reforms for Scottish EPCs via the consultation hub which can be viewed here.

Realistic and reachable energy effciency targets

Propertymark says that any changes to the EPC system must help to achieve realistic and reachable energy-efficiency targets.

Timothy Douglas, head of policy and campaigns at Propertymark said: “EPCs play an important role in making consumers aware of the energy efficiency of homes and buildings and ultimately move to change heating sources and implement new targets putting cost efficiency and environmental impact under the spotlight.

“Our members have told us of some shortcomings in the way EPC ratings are calculated so we will be reaching out to them to fully understand the implications that the potential reforms could have.”

He added: “Any changes should be linked to incentivising landlords and homeowners to make improvements and the ratings must help to achieve realistic and reachable energy efficiency targets for the property sector.”

Remind me, aren't many Scottish houses made from awesome stone and are hard to heat, Scotland is not blessed with much sunshine, solar may not be effective.

Net zero is being rammed down peoples throats and we are to seal our houses so warmth does not escape, ultimately making us sick. Last 40 odd years has seen more diseases than probably the last 100,000 years of civilisation.

Say hello to more condensation and mould !!

if the whole of the UK dropped into the ocean tomorrow we would achieve net zero, but as a percentage of the total globe emissions, we account for only 2%.

Meanwhile China, India etc and every still developing nation will carry on as normal and over time increase its output/emissions.

Net zero as a concept, never mind a 'target' is completely meaningless.

Here is my 3-step plan for helping with net zero, all facts - please don't laugh, but you can if you want 🙂

1. I'm doing IF so don't eat for hours and up to 3 days 🙂 I like to walk rather than drive to keep burning fat – hardly using petrol. With a low apatite, not much food being bought in plastics, hardly any energy being used for cooking and not much precious Thames-Water water being used. Score A++

2. Every year we shut the house and go to Goa, Thailand or Australia for 4 to 7 weeks. Score A+ (would be A++ if it was 12 weeks away).

3. We will be selling all BTLs so we are not contributing to the horrible emissions. Score A (++ removed as tenants will have to find new properties).

Although above are all fun facts, UK is doing more than its part, these intense regulations need to slow down and possibly reverse in many cases allowing technology to catch up and replace gas boilers as an example at affordable costs.

One of the potential wider implications for England & Wales is the proposal to reduce the validity of the certificate from 10 years to 5 years.

It certainly needs an overhaul and their objectives for EPC's to align with carbon emissions requirements are appropriate. It will be interesting to see what they come up with!

In over 30 years of renting out properties I have NEVER had a single Tenant take any interest in EPC. I even had solar panels installed on one property only for the Tenant to complain it had meant she couldn't go shopping for 3 days during the installation. This EPC is a complete waste of time - and by having cavity wall insulation installed now have damp and mould where there was nothing before.

Same here, no one has ever asked about our EPC ratings.

What is the energy cost of producing products to better EPC ratings and what is the on-ground cost of labour for new computer systems, fuel, vehicle wear and tear and lets not forget landlord admin costs ?

Renting is improving all the time, however we are still far from having dedicated long term low cost loans on BTLs to offer tenant's long term stable lets.

Fluctuations and governance of the PRS sector reflect the haphazard political styles of our governments. Of course it brings anxiety, I think its undue.

Patrick Harvie does not have a heat pump or intends to install one according to an article I read recently.

The head of a big firm some lord who makes millions from these heat pumps . Actually states they are not appropriate for the Scottish climate.

The SNP wanted power so much they allow the Green party to run the government for fear of lossing there majority government if Greens pulled out.

So Patrick Harvie got just over 3000 votes his deputy got just over 1700 votes and Ross Greer 800 votes .

So a party with less than 6000 votes is pushing all these mad decisions.

As Patrick Harvie who publicly declares his hate for landlords as he was effected twice. And is behind the rent and eviction ban in Scotland .

He now received a salary of £93 k plus pension and expenses. He is a true socialist. Only they are allowed to make money.

One article says heat pumps will save tenants money . Only two weeks back Patrick Harvie has finally admitted m these systems will cost far more to run .

When tenant can't afford heating now how will this help.

Patrick Harvie now wants any house will gas or oil heating to be down graded on the EPC so by 2025 you won't be able to sell or rent to new tenant until it is up graded.

The UK adds just over 1.5% to global warming .

Scotland has only 5 to 6 million people living there.

England had 12 times as many people .

Patrick Harvie says if every gas boiler was replaced it would reduce Scotlands contribution by 22% . I am not great with the over all percage figure s .

But if we have far less people our 22% of Scotland reduction in miniscule .

Then if we done everything cars boilers insulation how much damage is being done to the world producing these products.

How much new material or destruction is being caused to the earth to make electric batteries for vehicles.

Boris Johnson is the only person I know who publicly told the truth at the Glasgow summit.

There is big money to be made going green.

This to me is all about creating jobs and wealth.

When America Indian China Africa cut back then it may help. As they are increasing by 6, to 8% annually.

I am so pleased to see how all you commenters are really informed about how bad all these decisions are. What you haven't yet come to understand is that it is all a SCAM. All designed to get us to the point of "you will own nothing and be happy"
Keep reading up folks and start fighting back.
