Nottingham City Council are claiming that between 2013 to 2016 to have received 4500 complaints against the PRS in support of their plans for a city wide licensing scheme.

In response to a Freedom of information request that I made the Council have admitted to spending £9,664 between 2014 and 2016 on advertising, specifically to encourage complaints against what the Council referred to as “Rogue Landlords”.

The Council confirmed that during their campaign the number of complaints received increased by 25%. No information was given with regards to the nature of the complaints.

How does the Council, or anyone else for that matter know (particularly with the complete absence of any data or records) that had it not been for their advertising campaign that the amount of complaints made could possibly have dropped by an amount in excess of the 25% increase.

Any assumption that the advertising campaign was responsible for 25% extra complaints would be totally wrong, as there is no way of knowing. Those who believe in the power of advertising may suggest a higher percentage, in which case the amount of complaints received, had it not been for the advertising, would have decreased.

The only thing that we can be sure of is that it is totally wrong for any organisation, Public body or otherwise to actively mount an advertising campaign in order to solicit and gain an artificially inflated distortion of the true facts in support of their objectives

I am sure if people heard, saw or read an advert some would complain just on the basis they might get something for nothing like PPI.

I thought I would send you a link to a video the Nottingham Labour party released Friday to justify the proposal to license over 35000 properties.

The images of disrepair are dreadful surely they do not represent a true picture of the PRS in Nottingham which consists of over 43000 properties. (32% of all housing stock)

Do councils in other Cities go to these extraordinary and unfair lengths to justify their schemes?

Thanet Council didn't bother to ask for complaints , they just imposed the licencing scheme anyway. It was selective in that it applied to certain areas of Cliftonville but not others. So if you were a Landlord in the road next to the selective boundary you didn't have to get a licence and pay. .
The scheme provided no help or banefit to the Landords or tenants as far as we could see.
We have sold up in Margate as this and the anti Landlord legislation all got too much.

that video is pretty low and shocking to be honest and the council should be ashamed of themselves.. its probably one of their own! this is yet another attempt at painting landlords as bad money grabbing people that only offer sub standard accomodation and have no interest in tenants... shocking.

The City Council have no intention of listening to landlords or justifying their position, they can't even give a breakdown of the 4500 complaints as they are "not in a reportable format" according to the Freedom of Information section at the council.

They already have ALL the paperwork ready to go to the Secretary of State to ask for approval of the scheme so any responses to their "survey" that expires at the end of the week will not be used. They only way landlords in the city will get a say is if they write directly to the secretary of state with their concerns about how the council are railroading this through

Interesting that the councillor says there are over 1000 unfit rented properties, but the council is not tackling them.

Or is the position that the conditions are not bad enough for action to be taken under existing legislation, but bad enough that they could be refused a licence?

They have a big colour advert on the bottom of all their emails asking people to report "rogue private landlords". They have a dedicated webpage doing the same but I can't find a similar page asking for people to report rogue social housing owners or their own Nottingham City Homes.

Peter,

Tell your tenants that the council will shortly be forcing a minimum rent increase of £900 per year on them with their new licensing con, (I mean scheme), where tenants will have to pay for their new licensed landlords costs, just like they pay for everything else that their landlord has to purchase through their rents.

Tell them that the Councilors involved didn't have the guts to call a referendum for increasing the council tax above 5% and instead are trying this through the back door, just after voting for an increase of their allowances.

Then ask them to voice any concerns to https://writetothem.com and not you.

Don't bother debating with any idiots, just tell their paymaster that they will be getting a rent increase letter, shortly through the post.

My Nottingham tenants will also have a Clause 24 rise of about £600 also to contend with.
