Meet Gavin Barwell - Housing Minister - Tell Him What You Think

Housing Minister Gavin Barwell is about to go on a tour of the UK to discuss Housing from 20th February to 6th March.

Is there a message you would like to give him?

As you know, the Government has published a housing White Paper, ‘Fixing Our Broken Housing Market’, setting out our strategy to build the homes that this country needs. It contains a comprehensive set of proposals to deliver the step change in house building that is required. But the challenge of increasing supply cannot be met by government alone.

Mr Barwell said …. “That is why I want to hear from a wide range of stakeholders – Councillors, local authority planning and housing officers, large and small developers, housing associations, estate agents, letting agents and others – about what they think about the White Paper and how we can work together to fix our broken housing market. To that end, I am going to spend the next couple of weeks travelling around the country trying to hear from as many housing and planning professionals as possible. I would be grateful if you could use your networks to spread the word and encourage attendance. We expect to hold events on the following days in the following locations. Further details regarding each of the events and how to book places will follow shortly.”

I was planning to to to London City Hall last night - but got stuck in the office till quite late...
Just wondering if anyone from the Forum managed to go there. How did it go?
Thanks for any info.
Depending on location of the South East meeting I will do my best to go there when it is announced.

This is the reply I recieved today regarding the SE Event:
Dear Denise,

Thank you for your query, South East England Councils are organising the event with the Housing Minister in the South East taking place in Surrey.

Unfortunately this event is now at capacity but we are able to place you on a waiting list if you would like?

I then asked where the event had been advertised and received the following response (spelling mistake and all):

Hello Denise,

The initial invite was sent out from DCLG, but has since been circulated through a number of avenues. I am also aware that the RTPI have mentioned it on there bulletin.

I think it's fair to say that if any of us does manage to get into these events we will be about as welcome as a mosquito in the bedroom!

Nevertheless, this shouldn't deter us.

I got 1 of 22 available local tickets so looks like very limited numbers.
I will be representing my local landlords association but please let me know of any key points/arguments

I am horrified by the mistakes an official representative (Emma) makes. Does not seem to be able to differ between 'their' and 'there'...
D D - who did you contact? South East England Development Agency via their website? I could actually go if it is Surrey and it is in the evening.

Make sure he's left in no doubt about the fact that rents and evictions are and will be going up, that we know the treasury are fibbers, that common sense would dictate S24 cannot work (and has been proven not to in Ireland) and that the govt are ruining lives and taking away homes. Ask him to prove otherwise if it isnt true, as we can certainly prove our arguments!

When my research revealed that the SEEDA, who are quoted above as organising the event for the SE had been permanently closed in 2012 (!!) I contacted:

If you are lucky enough to secure a 'golden ticket' and to be able to attend on March 6th, my partner and I, as private housing providers in Maidstone, Kent are keen that Mr Barwell is made aware that, having invested our savings in BTL properties in order to enhance our pensions, we are now looking at selling up, in order to ensure that we don't actually risk losing our pension pot altogether - which of course means we will need to evict our tenants in order to do so.

I know that there are many pragmatic reasons against s24, but the primary problem for me has always been that it is in inherently wrong - as Paul Johnson of the IFS said in the Treasury Select Committee following the notorious Budget, 'plain wrong' - that a business can be taxed on its profits but not be allowed to offset the costs of producing that taxable profit. As Professor Philip Booth in the same Committee, it 'doesn't make sense.' This is the reason why we were all confused initially following the announcement by Osborne - because we could not believe such an outrageously unjust law could be passed. You might want to quote some of the bodies which are against it - the IFS, ICAEW and the Institute of Economic Affairs for starters.

One question could be: 'I am a provider of rental housing. I note that the Government is now keen to support the provision of rented housing as well as encourage owner-occupation. In order to provide my rented housing I have to pay mortgage interest out to my lender every month. This is the main cost of my business. Do you think that this money which I have paid out to the lender is in fact still in my pocket and that I should be taxed on money I no longer have? Or do you think that tax should be paid on actual profit rather than fictitious profit?'
