So the 25% is where the 3 million unfit homes number comes from, but I note it's the EHCS "estimate" - does anyone know how they came to this estimated number? Is it based on any sort of factual evidence? With all the laws and regulations in place I find it hard to believe there are that many, unless tenant-induced mould is included which seems rather unfair when it's not caused by the LL. And if most PRS LLs only own 1-2 properties, this implies that perhaps 1.5 - 2 million LLs are getting away with it. Enforcement anybody?

Reply to the comment left by Heather G. at 02/04/2019 - 18:26most of it is probably criminal landlords (and I do mean those that intentionally flout the law) who intimidate their poorer tenants into keeping quiet. They are likely to have many properties, so skew the numbers.
