Council car parking rip off for HMO – Help!
I’ve just been informed by my local council that I need on street parking permit for each tenant in my HMO at a cost of £350 per permit instead of the £5 a year the tenants could get for there own vehicle.
The tenants for my property are all contractors working in the local area with a high turn over of people. Also if a tenant leaves with a permit it wold be another £350 for a replacement this would mean asking each tenant for a £350 deposit.
The council say this is because an HMO IS A business.
How are they able to do this?

Councils are penalising the biggest asset they have in support of their massive housing shortages! Small landlords are closing, rents are soaring to recoup landlords costs – and duvets in shop doorways are multiplying! Do councils care? They care about reaching financial targets for their coffers! These coffers give them yet more power to create more jobsworths!

Hi guys sorry to take so long to reply, the council is Hartlepool and it has been a change on residential parking.i have had a HMO licence on the property for 5 years now and it is due for rental but not while they are asking exorbitant parking fees,I have read there parking changes on the web site but cannot see where they are coming from any help much appreciated

My two-penny worth:
It seems unreasonable that you should have to pay for someone who doesn’t have a vehicle.
It seems unreasonable that your business should have to pay for a vehicle that is not used by the business.
https://www.hartlepool.gov.uk/info/20185/parking/89/permit_controlled_parking_zones suggests that business permits are limited in number (or it may be that the available spaces are limited).
https://www.hartlepool.gov.uk/info/20185/parking/610/permit_controlled_parking_zones_-_residential_and_businesscommuter indicates that the cost per permit goes up as the number of permits for the property goes up. that may be per room if council tax is assessed per room.

I would take the issue to your local mp! I plan on doing that myself if I get any more ridiculous enforcements from the local council. They keep saying their “standards” are very high! My tenants cannot afford their high standards – Perhaps they will all end up in shop doorways if the jobsworth keeps pushing me! How high a standard is that?

The links seem to refer to business parking in the main car park in the center of town and not street parking. I there suggest that the HBC has got it wrong (not for the first time)
