The Alliance promised to publish a list of rogue/non-compliant local authorities who have introduced selective licensing schemes. Our list is not exhaustive. We have spent a lot of time studying these schemes and we will in due course update and add to this list.

For now therefore because of time constraints we will only list 12 councils. Any landlords who have properties in these boroughs and are concerned, please email us with your alliance membership details and we will outline the nature of the non compliance by these useless bodies.

We are not paid by the taxpayer to educate these clowns with respect to their schemes so we will not be educating them or pointing out the exact nature of the flaws in their schemes, on this forum.

Now to our dirty dozen:

  1. Liverpool city council. This council gets a special mention because of the fraudulent manner in which their revenue raising scheme was introduced. They insulted Liverpool by claiming that the entire city was an area of low demand.
  2. Nottingham city council.
  3. Croydon council.
  4. Brent council.
  5. Harrow council.
  6. Durham council.
  7. London borough of Redbridge.
  8. Wirral borough council.
  9. Sheffield council.
  10. Middlesborough council.
  11. Waltham forest council.
  12. Barking and Dagenham council.

If landlords are looking for reasons to join us there are 12 above. Perhaps the worst part of this is some of the above authorities have co-regulation schemes with another landlord body. How on earth can any landlord body get in to bed with Sheffield council?

To explain the extent of the farce that is Sheffield they specify that landlords/managers must not live more than 2 hours away. Sheffield landlords, there is your get out clause. Do they mean 2 hours on foot, or by car or by helicopter.

What on earth is a landlord association doing associating itself with this tosh?

No other landlord organisation has ever fought as the Alliance has done and is doing to protect landlords from these bodies abusing their powers.

Our housing policy published a few days ago, click here, called for central control of regulations pertaining to the PRS. The mess that is selective licensing proves beyond any doubt that local authorities are completely incapable of devising schemes which do not breach some piece of legislation yet threaten landlords with criminal sanctions for failure to sign up to their rubbish.

As stated above, we are examining several other schemes and will in due course list them.

A final note. We had intended listing Sefton Council but following our meeting with them, they have amended their application process and are further working on data protection issues pointed out to them by the Alliance. For those reasons we are happy to allow Sefton the time they need to rectify said issues and commend Sefton for listening and working to get a water tight scheme meeting all regulatory conditions.

NLA/RLA? Their interests are in getting as much dodgy regulations through Parliament as they can so that they can hold training sessions on these at juicy fees. Nice little earner.

Larry, can we pass a link to this page to any of the Councils listed above to let them know they are on watch?

Unfortunately though, you have not got to the source of the problem, which is "what gives these councils the power to do what they are doing". Where does their power to do all this come from? I think you will find it is in Mr Blair's rogue Housing Act 2004, specifically if I remember correctly Paragraph 67. Unless you go for that, they will just have a good laugh.

Thanks Frederick, you are correct. This all comes from the Ha 2004. If councils introduce their scam schemes, there is not a lot we can do. They have the power, their consultations are a whitewash. Having said that Alliance members will know that 'there is more than one way to skin a cat, which is why members affected should email us with their membership details. We can then take the council to task. Look at Sefton. We are not proceeding until they rectify their scheme and It systems. We dont know how long this will take or what it will cost, but we didnt start this, the council did and we intend to hold councils to the same high standards that we adhere to. What are the other organisations doing? Assisting councils with schemes which are not legally compliant. What a joke.

Larry, I have to say, the bit about Sheffield Council “two hours away by foot, car or helicopter?” really made me laugh. These councils are incredible. Why does it matter where you live? If I want to buy a house to rent out in Sheffield and move to an igloo in Antarctica the council won’t stop me. Idiots.

I would add that although I appreciate we landlords are famously frugal it is important that people pay the £100 to join the Alliance. Larry and others in the Alliance have some great ideas re getting publicity and putting a strong case against central and local Government interference and some of this costs. Even if you feel you're doing okay and somehow may be immune to these attacks, we should stick together.
So do the best thing you can do today or this week and join the only landlord group which is 100 percent for landlords (and not affected or infected by other commercial interests).

You'll get far more attention and support for that £100, should you come up against a genuine unjust battle with an authority than you will from 'the big two'. Crazy LA schemes gather pace when they swap tactics at LGA meetings and we need to back one another, even if it doesn't (yet) affect us in our individual areas.

Amazing on the Low demand.

We too in Nottingham, there is 6 criteria, one being low demand.
I have asked many times, please show me low demand?
And why are your hostels & emergency accommodation full & why are u shipping desperate tenants out to towns 20 miles away?
They can apparently choose their own criteria.

We in Nottingham also have New Builds, I repeat BRAND NEW HOUSES, have to be included in the scheme. Is Licensing not supposed to be about improving property conditions for tenants? And a new build? Come on Nottingham Council, u ain't improving houses at all. The good houses are getting worse cause of your scheme, & the tenants good money from rent increases, u r just filtering away through admin & bureaucracy.

I've seen this too many times this year. I've had many a call off desperate soon to be homeless tenants who are perfectly happy in their home for 7 years who's ringing me for a house cause their Landlord who now lives abroad, who has perfect builders in this country, the Nottingham Scheme will not let an overseas Landlord have a License. So the Landlord now has to sell. Licensing will say someone in this country can have the License. Yeah right, like someone wants to take responsibility of dealing with Nottingham City Council who u don't know what they gonna' shaft us with next.

And should I want to live overseas in so many years, & they won't let me have License, & I've got to sell, that leaves tenants of long term perfectly happy homes with being evicted OUT THEIR HOMES OF 22 YEARS, when they have done nothing wrong.
Licensing creates a problem where there wasn't' one before.
