Scottish Government were intending to introduce minimum EPC rating effective April 2019. This has been delayed and proposed legislation is that the minimum requirements are now due to come into effect April 2020, initially set with Band Rating E, rising to Band D from Apr 2022, with back stop dates on existing tenancies being 2/3 years later respectively.

Current details on exemptions are at this stage high level, having simply headings of Technical, Legal, Social and Cost. The excessive cost cap is to be set at £5000 per band, so potentially an expenditure of £10,000 where properties are currently in Band F.

Much more of a concern is the proposal to raise the minimum EPC to Band C effective Apr 2025, and this to also apply to owner-occupier homes. Follow this link for this further consultation. >>

Whilst we as landlords can now have little influence on the drive for all properties in the PRS to achieve Band D, there is the opportunity to challenge the aspiration to achieve Band C by responding to the current consultation.

The MEES and PRS Exemption process here in England is an absolute mess and in some instances applying for an exemption is virtually impossible.
I am currently dealing with a Band F property and the improvements will be around 15K over and above the £3,500 threshold, no problem apply for an exemption except I cant. One of the requirements is to get 3 quotes from qualified installers/builder but to do this they need to visit property do a survey and then write a quote for work they wont be getting so 3 - 5 hours work for nothing. Just not going to happen
