Landlord Action celebrates 25 years of supporting landlords
Eviction and housing law specialists, Landlord Action, is celebrating 25 years of operation.
Established in 1999 by founder Paul Shamplina alongside his original co-director, the business launched with a bold vision to overhaul property recovery and tenant removal processes.
Disenchanted with the steep costs charged by traditional solicitors, Mr Shamplina introduced a groundbreaking three-step, fixed-fee system designed to prioritise clarity and equity for property owners.

Mr Shamplina said: “When we started Landlord Action, our mission was to provide fixed-fee property recovery and tenant eviction services to support landlords facing challenging situations.

In 2014, Landlord Action became a fully regulated solicitors’ practice, a decisive response to the rise of rogue, unregulated eviction outfits flouting standards.
This step underscored Mr Shamplina’s determination to elevate professionalism in the field and ensure landlords benefit from top-notch legal backing.
The firm is now part of Total Property – which was formerly Hamilton Fraser – and it remains a beacon of reliability in tenant conflict resolution, cementing its status as a trusted name nationwide.
Rent arrears victory
However, Mr Shamplina’s influence extends far beyond the company’s walls, and he continues to reshape the private rented sector.
That is most notable through his successful push to criminalise squatting in 2012.
He also secured a landmark £90,000 rent arrears victory against serial subletter Rose Chimuka and has starred in six series of Channel 5’s ‘Nightmare Tenants, Slum Landlords’.
Mr Shamplina remains a vocal contributor to government policy discussions and has won accolades like Best Speaker at the National Landlord Investment Show and Best Landlord Legal Provider at multiple ceremonies.
Still deals with landlords
Mr Shamplina is still deeply involved with the firm’s activities and fields landlord enquiries personally – he also leads training sessions for property managers and agents.
He also remains a fixture on British TV and radio, tackling key PRS topics.
His relentless advocacy for landlords’ interests continues to define Landlord Action’s core values.
Possession under the Renters’ Rights Bill
And with the Renters’ Rights Bill set to complicate possession claims in 2025, the firm’s silver jubilee arrives at a critical juncture.
