These postings are from HMRC not from HM Treasury or Gauke or Hammond.
I think this is just the normal slow grinding of the bureaucratic wheels implementing the S24 as enacted last November churning various bits of guidance etc.
I don’t think this anything more than that, and certainly not a statement of the new Governments position on S24. Having said that I doubt S24 is on the new Governments agenda, they’ve an enormous to-do list already exacerbated by Brexit, without opening up existing legislation.

No to mention the enormous problem with homelessness come 2020 – unless of course we are successful with the Judicial Review.

John McDonnell thinks that when housing benefit is being paid to landlords it is effectively some kind of enormous gift to landlords and that the landlords don’t do anything to earn it (although council and Housing Association employees providing an identical service do ‘earn’ their salary). In actual fact, millions of homes are provided by landlords to people on benefits and low wages across the country for very low rents, even lower than that provided by councils and Housing Associations in some circumstances (especially when the fact that landlords pay tax on the profit is taken into account). Here are his ignorant comments.
Charter for Budget Responsibility (20 Jul 2016)

John Martin McDonnell: …now, because it is so ineffective. Housing
benefit did rocket, but the way to control welfare is by building the
council homes again, so we are not pouring money into the pockets of
private rented *landlords*.
Both he and the other ignoramuses who go on about landlords ‘pocketing’ tax-payers money will presumably be very pleased soon as landlords exit this part of the market and let to those on higher incomes wherever possible. They can then move on to demonise the scandalous providers of bed and breakfast accommodation.

Some fool on sky news from generation rent saying she welcomes the tax changes because it reduces speculation in the market which is driving up rents and prices. What they are doing is going to do this not the other way yet again ill informed comments.
Yet another rogue landord programme on sky news

Wait until her rent is increased and there is empty property which she cannot afford to buy, then you can turn to her and use Mr Farage’s notorious words “You’re not laughing now”.
