Renters’ Rights Bill enters report stage but unlikely to become law before summer recess

The Renters’ Rights Bill will enter the report stage in the House of Lords on the 1 of July.

Members of the House of Lords will scrutinise the bill more closely over three days in July on the 1st, 7th and 15th.

News of the bill entering report stage before the summer recess has raised speculation it could pass before the end of the year.

Consequences of the Renters’ Rights Bill

Despite Lord members warning about the consequences of the bill, particularly the immediate abolition of Section 21 when it becomes law and the risk of landlords leaving the market, many amendments, such as delaying the abolition until the courts are ready, were rejected in the committee stage.

The Labour government has promised: “There will be no dither or delay, the abolition of Section 21 will happen as soon as possible.”

During the report stage, Lords will have the chance to propose further amendments before going to the third reading in the Lords.

Bill unlikely to become law before summer recess

The National Residential Landlords Association (NRLA) says the Renters’ Rights Bill is unlikely to become law before the summer recess, which runs from 22 July to 1 September.

Instead, it’s expected to pass in September, with implementation likely to begin later this year or in early 2026.

The NRLA says it’s campaigning for amendments to the Renters’ Rights Bill, including extra court funding to handle the rise in possession claims once Section 21 is abolished and a statutory review of the Bill’s impact on the judiciary system.
