Council’s selective licensing scheme deadline is looming

One of the country’s largest selective licensing schemes will go live in two weeks’ time and landlords are being urged to sign up.

Brent Council will have borough-wide licensing in place for all private rented homes, excluding Wembley Park.

The council claims that its scheme will boost tenant living conditions and ‘build on Brent’s positive relationships with private landlords’.

Landlords and agents are also being warned that Brent boasts one of the capital’s most active enforcement teams.

‘Positive living standard improvements for private renters’

The council’s cabinet member for housing, homelessness and renters’ security, Councillor Promise Knight, said: “This is a scheme that will bring about positive living standard improvements for private renters who make up half of all Brent residents.

It will also give landlords and agents complete clarity on their responsibilities regarding property management and safety.”

She added: “The introduction of selective licensing across Brent will offer renters the assurance of security and safety when it comes to their homes.

“We will continue to work in partnership with good professional landlords to help them comply with regulations.

“But any landlord who ignores the law should be aware that that there will be nowhere in Brent for them to hide.”

Issued its first landlord banning order

Last year, Brent issued its first landlord banning order which will prevent him from letting homes in England for five years.

The council says it has licensed more homes of multiple occupation (HMO) than any other London borough.

The new scheme starts from 1 April when all privately rented properties in Brent must have a licence.

When a councillor says 'This is a scheme that will bring about positive living standard improvements for private renters who make up half of all Brent residents.'
I mean what could possibly go wrong?????

Legislation ALREADY gives " landlords and agents complete clarity on their responsibilities regarding property management and safety"

If the council want to know which landlords/agents are not doing their job properly then remind THE TENANTS themselves to report their concerns in the EXISTING manner/process so they can investigate them!

How it it in the tenants best interests for their rent
to be increased to fund a process that only has the names of good landlords on a register?

I am struggling with time to meet the deadline. The Licence application even asks for the names of the tenants whom I don't know since the property is let through an agent in a "let to let" contract.

is it a commercial let and you don't have a direct AST with the tenant then double check that SL is actually necessary first.

Brent's website really is appalling. Even now, if you use their postcode checker to see whether you need an SL, it will tell you no unless you're in the original 3 wards. There is no mention of the upcoming changes in that search. Some landlords will be caught out by this. Even some of those that do realise that the new SL scheme is different will struggle to know if it applies to them as its based on the new ward boundaries and names and most of the online information still relates to the old boundaries and names.
