If DVLA says the number palte belongs to a different vehicle, then that suggests that there may be something illegal going on. I suggest reporting it to the police; they may take it away.

Do you really think evicting someone is on a par with breach of contract? If your tenant has breached the contract, then you can take action against them without using S8 or S21 eviction process.

S21 is only available on Assured Shorthold Tenancies.; S8 s available on all Shorthold tenancies. Or, looking at it another way, an AST is an Assured Tenancy on which a S21 notice may be used.
If your "consumer unit" contains fuses, then it is probably worth getting it replaced, as circuit breakers will offer greater safety. If it already contains circuit breakers, then it is probably not worth getting it replaced.
