Energy efficiency and condition standards in Scottish private rented housing

Scottish Government have published a consultation on both minimum energy standards and standards on homes in the private rented sector (and now including Furnished Holiday Lets and Serviced Apartments).

The aim is to bring the private sector in line with social housing, although some requirements for PRS are much stricter than Social Housing, but excluded from this consultation.

Consultation on Energy Standards appears similar to that applying to England & Wales (but tougher), and that on condition standards has some significant cost implications in order to prove compliance and then implement corrective actions.

All who have an interest in owning or investing in domestic properties in Scotland should review and input to the consultation response.

    Surprise, surprise, more onerous regulations for the PRS than the social sector (even though many of us effectively ARE the social sector). Obviously, there will be no explicit justification for these double standards.

    After quick scan through, most of these proposed regs seem to be what most of us PRS landlords would already do – EPC level E (rising to D eventually), safe kitchen, capacity for fridge/freezer etc.
    Might be more onerous than social housing but personally I don’t want to sink to levels of others.

    Hi Sam – you may wish to read deeper, as many more compliance checks and upgrades to utility systems are proposed. For example introduction of TMVs, asbestos register, lead analysis, sound attenuation, annual sampling of PWS, extension of requirements to FHL & SA, and RCD protection (which is the only sensible upgrade). Some of these are more an issue with older housing stock, but this is the norm in many Scottish areas. Allan

    FHL – Furnished Holiday Let
    SA – Serviced Accommodation
    RCD – Residual Current Detection
    PRS – Private Rented Sector
    EPC – Energy Performance Certificate
