Council unveils proposed licensing scheme consultation

A council is urging residents, landlords and tenants to share their views on a proposed additional licensing scheme.

The proposed Additional Licensing Scheme targets small Houses in Multiple Occupation (HMOs), where three or more individuals from different households share facilities like kitchens and bathrooms.

The scheme will, Woking Borough Council claims, raise living conditions in shared rented properties.

Currently, only larger HMOs with five or more occupants require a licence and the council’s plan will extend this requirement to smaller shared homes.

Work proactively with landlords

The council’s strategic director for place, Beverley Kuchar, said: “Many landlords already maintain their properties to a good standard, but there are some shared homes in our borough that fall well below what’s acceptable.

“Tenants deserve a safe, decent and well-managed place to live.”

She added: “Introducing this scheme will enable us to work proactively with landlords to improve property standards, protect vulnerable tenants and help create more settled, better-supported communities.

“This is an important issue for many residents, and I encourage everyone affected, whether you rent, own, manage or live near a shared property, to have their say on this important matter.”

Tackle overcrowding

Woking says the scheme will address concerns about substandard property conditions, poor management and tenants’ fears of reporting issues due to potential eviction risks.

The scheme, if implemented, would ensure these homes are safe, well-maintained and meet required standards.

It will also protect tenants from overcrowding, harassment and unlawful evictions while helping landlords better understand their obligations.

The scheme could also reduce tenant turnover and deliver more stable communities.

Council will inspect properties

The council says licensing will also give its officers the authority to inspect properties proactively to address problems early.

Woking Borough Council’s consultation period runs until 31 August, with the scheme potentially starting in January 2026.

The council is hosting briefing sessions and drop-in events for landlords, letting agents, tenants and residents to provide information and answer questions throughout the consultation.

    If tenants have reported issues to the council (in relation to smaller HMO’s) then the council know where these properties are already and can deal with this accordingly.

    If the Council have had neighbours report problems then again they know where these properties are. They can deal with this accordingly.

    Its not ‘proactivity’/ goading/taxing all private tenants (ultimately) by the council that is needed, its REMINDING every tenant of the process if they have issues that cannot be resolved AFTER contacting the LL in the first instance.

    Council focussing on the £’s income as ever.

    Ok, so if this is going to be the case time to return a large flat to single tenancy and that will put three tenants out who currently enjoy renting a room (3) at a reasonable rate in the town centre as they do not have cars mostly. I cannot afford to shell out any more to greedy councils or whoever on top of every other cost now needing to be met ie high interest rates, EPC costs Council tax etc just to make life even more difficult in the bargain no doubt. Once again bad short sighted moves by authorities. My tenants are well pleased with their accommodation.

    write to the local MP and the councillors who support this to explain what you therefore propose to do if this goes ahead. Also mention in light of the impending RRB you will be issuing possession notices to all three so you can then only let on a single AST only.
