The Scottish Association of Landlords (SAL) is pressing the Scottish Government to temporarily suspend the Additional Dwelling Supplement (ADS) to stimulate investment in the private rented sector (PRS).
By doing so, that will help combat the nation’s housing shortage.
John Blackwood, SAL’s chief executive, made the plea during a session with Holyrood’s Social Justice and Social Security Committee.
He argued that halting the ADS would foster confidence among property investors, encouraging them to expand their portfolios or maintain their presence in the market.
Mr Blackwood said: “A moratorium on the Additional Dwelling Supplement for landlords would signal that the Scottish Government is serious about encouraging investment in the private rented sector.
“Investor confidence has been undermined and continues to be eroded.
“This move could encourage landlords to invest further and convince those considering leaving, to remain.”
He added: “Pausing the ADS would also be an effective way for our new Housing Minister to show that she values landlords and the role we can play in addressing Scotland’s housing challenges.”
The call forms part of SAL’s wider push for policies that create a supportive environment for property investors.
The association emphasises the need to bring vacant properties back into use and expand the supply of rental homes to address Scotland’s housing emergency.
Every day, landlords who want to influence policy and share real-world experience add their voice here. Your perspective helps keep the debate balanced.
