If you moved into a new home would you not try and Say Hello to your new neighbours?
If you were have a party or BBQ in the garden would you not invite your new neighbours?
Well if your going to rip a property to pieces and do a full refurbishment would it not be polite to Talk to your neighbours!
Explain that the builders will try to work 8-6pm and keep the noise down
Ask is there anything we can do you keep things friendly.
I know a HMO Landlord who paid for new upvc windows next door to his new development.
Owner was very happy and it kept the noise of the HMO tenants next door down

Please give a similar video on the hurdles for developers and for leaseholders on permitted development rights for erecting two storeys of flats on an existing block of flats that is 4 storeys high.

It’s exactly the same for LDC Lawful Development Certificate. If you can prove that you have been in breach for more than the required time thats all that matters. Any comments/representation are irrelevant unless they have counter evidence to contradict your claims.
