Changing a contract that includes Council Tax?

Following on from my post on having my self contained units separately valued for council tax I now have the issue of what to do with the contracts that state that Council Tax is included in their rent?
I am about to notify the tenants of this change but obviously will have to deal with this question. I can absorb some of it in a rent reduction for current tenants but very reluctant to absorb it all.
