Tenant referencing is totally useless in my experience. Referencing agencies just do not thoroughly check things. Landlords will give a good reference as the only recourse to get rid of a bad tenant. The whole thing needs to be sorted...

Let's face it, sadly the country is in a state of serious decline brought on by these sort of issues and caused by moronic government policies, MPs and authority officials. A terrible decline of a once great nation.

The referencing system is useless, I have had a tenant falsify bank statements which the referencing agents did not detect. How can a landlord give a bad reference if you want to get rid of a tenant.
Sorry on second thoughts if it is a boiler rather than a water heater it will probably need a new heat exchanger as the heating elements are probably not replacable. If that is the case the cost could be considerable.
That usually indicates that the heating element is failing. Presumably you could get a heating company to test the element and replace, shouldnt be very costly. Check on the price of a new element on the internet.
