Some universities act as a guarantor for international students. If they owe rent at the end of their course/tenancy they don't get their degree until debts are paid. Brutal, but effective.

Why a landlord should carry the can is beyond me. Simple, you have got £400, the tenants probably haven't. Also, if the tenant is a HA/council tenant will the council fine themselves???

I know some universities act as guarantor for some overseas students. If they stop paying rent/damage the place, they don't get their degree until it is sorted. No need to go their home country looking for money. Brutal but effective.
