He may have multiple girlfriends move in (separately of course) over time. I am not surprised he wouldn't want them on the tenancy agreement. You wouldn't put a girlfriend on your house deeds if she moved in.

Even if they are not exempt economies of scale will apply. In the first place they will have the means to fight the case. Secondly, if they do fall foul of a fine £30000 over maybe 1000 properties is trivial....

You normally get an e-mail immediately to confirm you have sent the form and your tax amount is normally calculated before you send it. As for the postal aspect this depends on how you have set up the account.
