Hi Sandy, this arrangement has been the norm in Brighton and Hove for well over 6 years. The only benefit is that a property with a current HMO licence is generally worth more on the open market than a "normal"...

Certainly any licence requires you to be a ‘fit and proper’ person to be a landlord. A criminal record would render you not to be one. I suspect this will be across the board soon!
If you kick him out without going through the due legal process and the council win in to court you will not be able to be a landlord again due to the criminal conviction that you will receive.

My understanding is that your agent is correct and that the visa does not need to cover the entirety of the fixed term of 12 months. Your agent will need to see the new visa after 11 months.
This is not a reasonable assessment. I like many professional landlords have policy of not taking deposits. Out of 25 properties I only have deposits on two of those. There is nothing to say you have to take deposits.
Rogue councils appear to be more damaging to the PRS than rogue landlords. Imagine all those properties where rental prices have been forced upwards and across the area in a uniform way. That is all the properties!
