Propertymark calls out lack of support for landlords in Welsh Budget

An industry body has criticised the Welsh government for missing an opportunity in the Welsh Budget to support the private rented sector.

The Welsh government has approved its Final Budget 2026–27 spending plans, but Propertymark says private landlords still need more support, especially for energy-efficiency upgrades.

The Welsh government announced the Green Homes Wales Scheme to help improve the energy efficiency of housing stock, but the plan did not include any support for landlords.

Landlords struggle to finance energy efficiency improvements

Timothy Douglas, head of policy and campaigns at Propertymark, said the Welsh Budget did provide some funding for homeowners, but more help is needed for landlords.

He said: “We are encouraged by the confirmed £2 million investment in the Green Home Wales Scheme, which will support homeowners who are unable to meet the upfront costs of clean heating upgrades.

“However, the Welsh government has missed an opportunity to go further by extending similar support to the private rented sector through low-interest loans delivered via the Development Bank of Wales.

“Without this additional backing, many landlords may continue to struggle to finance necessary energy efficiency improvements, potentially placing further pressure on rental supply.

No changes to Land Transaction Tax

Mr Douglas adds: “It is positive that no changes to Land Transaction Tax were introduced in this Budget.

“Nevertheless, without future reform, particularly to better distinguish between short-term and long-term rental investment, there remains a risk that investment in the private rented sector will continue to be constrained, reducing housing supply and increasing pressure on homelessness services.”
