Emotive and meaningless words 'no fault' referring to s.21 notices

I completely agree that it is needlessly emotive and totally incorrect to label all Section 21 notices as ‘no fault’ but isn’t it just as disingenuous to state that ‘no fault’ is rarely if ever the case?
