Burnley’s selective licensing plans cover three areas

Landlords with properties in three Burnley neighbourhoods could face new or renewed selective licensing requirements under plans now open for consultation.

Burnley Council is proposing to redesignate existing schemes in Burnley Wood with Healey Wood and around Leyland Road, while introducing a new licensing area around Lyndhurst Road.

Residents, landlords, businesses and community organisations can respond until Sunday 18 October.

Licensing aims explained

Councillor Howard Baker, the council’s executive member for housing and development control, said: “Our selective licensing team does excellent work with residents, landlords and partners to raise standards in privately rented housing and support better neighbourhoods.

“Many landlords work hard and want to do the right thing.”

He added: Selective licensing helps us support good landlords, while giving us the tools to deal with poor property management where it affects tenants and communities.”

Housing standards targeted

The council says the proposed schemes aim to improve living conditions, protect tenants’ rights and tackle antisocial behaviour.

They are also intended to reduce fly-tipping and problems with untidy gardens.

Licensing would support council work to bring empty homes back into use and improve the management of private rented properties.

Six public drop-in sessions will be held across the three proposed licensing areas, with no appointment required.
