Just approached the solicitors this morning to sell the first of 4 flats. I am taking no chances doing this myself. 4 long term tenants, 3 years through to 14 years, but I have totally lost interest. All rents well...
If I have a non EPC C property at the deadline date will I have permission to end the tenancy? If I can't evict them and they can't live there what happens?

Fantastic government plans. Make letting properties as hard as possible then invite all those with an empty property to join. Sign up, sign up, expose yourself to fines for any error, more tenant protection on the way, tax returns galore...
