Sadly the system is highly weighted towards the defendant in property cases. It should be fair on both sides. I can see an escalation to the "Old Days" where a heavy is sent round to "encourage" the tenant to leave....
What Shelter should concentrate on is teaching tenants to value their tenancy such that evection is the only course left to the LL. Perhaps if a tenant is evicted for a fault reason such as none payment or other breach...
