Of course it's for Council coffers. Those that play by the rules are easy to target. Those that operate under the radar are expensive to persue and difficult to prosecute.

I once acquired tenants from a scum landlord. Grey economy loving, gas and electric safety ignorant. Pack the tenants in and bully them. Some landlords should have their properties taken off them.

Perhaps, and for the avoidance of any suggestion that the competent company is in cahoots with the landlord, make any prospective tenant select and pay for a competent company to certify the property is free of bed bugs.
