Are you sure of this. I was under the impression that, as Des Taylor said, two lodgers were permitted if the landlord lived in without it being classed as an HMO (but not if the landlord lives out).
As for the locks, our local fire officer has a rule of thumb - can you get out of the house, drunk, in your PJ's, having burnt one hand ? If you can, then he passes that part of it....
This is a stupid idea as it will do nothing but increase the bad image that landlords are money grabbing crooks. We should have a "free rent day" where we give our tenants one days rent back - the cost...

I think that's fine as it doesn't identify an individual. If it said "John Smith, Rent Dodger, lives here" then that wouldn't be OK.
