Had to pay solicitor to prove I don't own the Council's land!

As above I fail to see why you had to get Solicitors involved when a simple £3 to the Land Reg would have proved ownership.

Covid delays - Should Landlord take the hit?

You can charge the current Tenant double rent if they do not move out on the date they said they would.

Advising them of this may make them get a move on!

Just send the Water Co. a copy of the AST showing their liability.
