Yes, you do.
If you think the tenant has gone but not returned your keys or formally ended the tenancy then you have to put an Abandonment Notice on the door saying who they should contact for keys if the locks are changed. You also have to safeguard any possessions for a set period of time before disposing of them.

I had this problem with tenants who had been rehoused by the Council after I had a court order to evict them and they would not relinquish the keys. My solicitor was adamant I could not simply change the locks even though I knew they were living elsewhere and all the furniture had gone but they had left a load of rubbish etc. which they said meant they still had the tenancy!... Why is a solicitor not an option? You could charge the costs to the estate so your sister pays half at least. As regards the utilities who put them in your name? They should be in join names if anything or still in your mother's name in which case it all comes out of the estate in due course.
