It is the job of a coroner to investigate the cause of death etc. The police should have informed the local coroner as the death was unexpected.
The coroner will then open an investigation.

Sorry to hear this and can't comment on most of it, but the deposit protection depends on the type of agreement the tenant has. If it's not an AST then AFAIK the deposit doesn't need to be protected, in fact for some tenancy types it can't be protected.... Read More

Does it make any difference as to how many blood relatives of the landlord live in the property ?
I'm pretty sure that the NRLA said that you could have your parents, your children and your brothers and sisters living in the house and still have 2 lodgers without it being classed as an HMO.... Read More

Are you sure of this. I was under the impression that, as Des Taylor said, two lodgers were permitted if the landlord lived in without it being classed as an HMO (but not if the landlord lives out).... Read More

Is my student let a HMO or not?

As for the locks, our local fire officer has a rule of thumb - can you get out of the house, drunk, in your PJ's, having burnt one hand ?
If you can, then he passes that part of it.
