That's interesting, I'd love to know who warned the government / whoever, it's ridiculous that they don't take heed of something until it becomes a danger or a big stink. Bad advice & shoddy workmanship is never dealt with properly anymore, everyone has a get out clause to protect themselves for a crap job which they are supposedly educated and paid to do, without any accountability when they fail.
I feel for the leaseholders, they're just expected to take the hit of everything "because the contract says so" without any liability for shoddy work falling to the so called experts who were entrusted to build / repair. This feudal contract devised for peasants hundreds of years ago needs demolishing, just as other ridiculous laws have been. The applicable people and companies need to be held accountable.... Why should they be able to claim mortgage interest / rent?! What other job allows it? Put them in a houseshare, you'll soon see them suddenly able to live in their own flats & pay their own way! Accountant, Freeholder and Managing Agent all at same address?

I'm also having a lighting problem with my MA, how do you know that you've used 120kw a year, do you have a measuring device? Ours is also on a timer, to my knowledge we can't get a reading off the lights without the expense of an electrician fitting a device. I know the timer switches it off after 5 mins but no idea how many times the light is switched on. If there's a gadget that doesn't require an electrician to fit I'd love to hear about it!... That's got to be a conflict of interests. Even if it was an unaffiliated accountant, I'd tell them I couldn't give a rats what anyone else feels is "acceptable", their opinion is of no interest, You have the right to see the receipts, end of.
Find the relevant quote from lease-advice, and send it to them, cc to their complaints dept, you need to do this before you can escalate it. So do it all in one shot - seeing as it'll be a second request to see the receipts.

Can we counter admin fee with our own fees for replying?

Good luck. The freeholder did not agree to be penalised for his or his agent's bad performance. Lease agreements are as one sided as the feudal times they were drawn up in. How something from almost 100 years ago is still considered fit for purpose is beyond me.
